What is the 'legal status' of such 'declarations'?
For me with this 'declaration' with the words "informal meeting", the question is, what the legal status of this 'declaration' actually is. Somehow it seems to me, that it is neither part of 'legislating activity'(?) of the European Union, nor is it an "international treaty". It seems to me more like a "letter of intent" of the current rulers...

Několi nadhození za účelem, aby byla popřena, upřesněna, rozpracována nebo popřena:
1. Něco už jsem o Evropské radě (EUCO) a o tom, proč ji Veza85UE nemá rád, pochopil.
2. Pojmenování i formální ukotvení v zakládacích smlouvách je neumětelské.
3. Unie je hybrid "nadstátní organizace států" (jako třeba Spojené národy) a "státu" (jako třeba Indie).
4. Evropská rada (EUCO) je orgánem členských zemí. Je Valným shromaždění Unie. Vrcholní představitelé členských zemí nejednají za sebe, jednají za své země. Jsou zástupci. Alespoň formálně to tak je. Tím se liší jejich postavení od poslanců a komisařů, kteří mají osobní pověření - jednají za sebe. Alespoň formálně to tak je.
5. Konsensus dvaceti sedmi "vládců" měl velkou moc, i když nebyl formalizován, měl by ji, i kdyby nebyl formalizován, a mnoho z moci, kterou má, běží nikoliv "fomálními kanály" podle zakládacích smluv, nýbrž kanály "neformálnimi".
